The Committee has scheduled 26 bills for hearing and will reconvene 30 minutes upon adjournment, if necessary. The full agenda and links to bill can be found here.

There are many important transportation bills on the agenda today, here are a few:
  • SJR 9 by Carona: Proposing a constitutional amendment limiting the purposes for which revenue from taxes on motor fuels and lubricants may be used and authorizing the legislature to provide for automatic adjustments of the rates of motor fuels taxes.
  • SB 216 by Carona: Relating to the permissible uses of the state highway fund. (Enabling legislation for SJR 9)
  • SB 626 by Carona: Relating to the creation, organization, governance, duties, and functions of the Texas Department of Vehicles; providing a penalty.
  • SB 883 by Carona: Relating to the use of the state highway fund to participate in the costs associated with a toll facility of a public or private entity. This bill will prohibit TxDOT from pledging money in the State Highway Fund 006 to "guarantee a loan obtained by a public or private entity for costs associated with a toll facility of the public or private entity or insure bonds issued by a public or private entity for costs associated with a toll facility of the public or private entity."
  • SB 1383 by Carona: Relating to the creation and administration of the Texas Local Participation Transportation Program. The Program will be administered by the Texas Comptroller, is similar to the pass through financing program already in effect through the Texas Transportation Commission, allows for various means of funding for the program including, possibly, Proposition 12 proceeds.
