Bills of interest:

*SB 17 by Senator Nichols: Relating to the design, development, financing, construction, and operation of certain toll projects. Gives local tolling authorities and TxDOT primacy in deciding to develop a toll project before allowing bids by private companies. Also includes procedures for setting buy-back provisions if the state wishes to terminate the contract early. Eases non-compete clauses by giving the state the ability to expand or build pre-planned projects without penalty. Read Senator Nichols' news release regarding this legislation here.

SB 249 by Senator Shapleigh: Relating to counties eligible to impose an optional fee on registration of a vehicle to fund transportation projects.

SB 294 by Senator Hinojosa: Relating to optional fees on the registration of a vehicle imposed by a county.

*SB 404 by Senator Carona: Relating to the authority of certain toll project entities to enter into a comprehensive development agreement. Extends CDA contracting through August 31, 2015 (currently expires August 31, 2009).

SB 506 by Senator Carona: Allows motorcycles to participate in "lane-splitting" when traffic is slowed or stopped, by driving between two divided lanes at a speed of less than 20 miles per hour.

*SB 855 by Senator Carona: Relating to local options regarding transportation and mobility improvement projects in certain counties. Many local transportation authorities and municipalities have voiced concern and opinions regarding this legislation and Senator Carona is expected to offer a committee substitute that will reflect the desired changes.

*SB 882 by Senator Carona: Relating to the powers and duties of a regional tollway authority, including the establishment of an administrative adjudication hearing procedure; creating an offense.

SB 898 by Senator Shapleigh: Relating to the purposes and designation of a municipal transportation reinvestment zone. Allows municipalities create transportation reinvestment zones to "enhance a municipality's ability to provide for freight or passenger rail facilities or systems."

*SB 942 by Senator Wentworth: Relating to local option methods for financing transportation projects and services.
